About
JADARA
Sustainable Building Program aims to position Qatar as a global leader in sustainability, aligning with Qatar National Vision 2030 that emphasizes environmental sustainability as one of its four core pillars and contributes to the materialization of the goals outlined in the Third Qatar National Development Strategy (QNDS3).
The Ministry of Municipality program being its latest initiative plays a pivotal role driving forward Qatar’s commitment to a climate-resilient future. The program is a proposed collaborative initiative between the Ministry of Municipality and the Gulf Organisation for Research & Development “GORD”.

Program Approach
Implementation Strategy for Sustainable Building Practices
The program adopts a comprehensive 360 approach to implement sustainable building practices following GSAS principles that has been effectively deployed over the last 15 years. This approach includes:

Clearly defining the requirements, roles and responsibilities.
Capacity Building
Including training programs and awareness campaigns aimed at enhancing knowledge and skills among stakeholders such as design consultants, contractors, regulatory professionals and the society at large.
Processes and Tools
Established based on best practice to support robust implementation and achievement of the desired outcomes.
Incentive Schemes
Introduced for the first time to encourage the adoption of sustainable building standards and higher green buildings GSAS ratings through Floor Area Ratio (FAR) incentives for private sector projects.
Research & Development
For assessing current resource consumption patterns, establishing benchmarks, and evaluating the impact of awareness campaigns on consumption behavior.
Jadara Framework
The framework provides robust and clear structure needed for implementing sustainability standards in the building sector. The framework chart below outlines classification adopted by the program for projects, the differences between the requirements for public and private sector projects, key performance indicators, and incentive packages.
The execution of the JADARA Framework is coordinated between the Ministry of Municipality and GORD / GSAS Trust to ensure smooth and seamless assessment and certification process.

Private Sector Projects
“1-STAR” Track
All private sector projects are encouraged to achieve at least JADARA One-Star certification by complying with the minimum prescribed water and energy efficiency measures outlined in the predefined checklist. 10% extra FAR is awarded.

“2-6 STARS” Track
Private sector projects pursuing higher levels of sustainability will be incentivized through a first-of-its-kind national system “JADARA” by granting additional Floor Area Ratio (FAR) based on the achieved GSAS Design & Build certification rating, ranging from 2 to 6 Stars. Villas and small buildings with a built-up area of less than 3,000 m² may opt for a prescriptive (checklist-based) assessment if targeting GSAS 2 Stars.

All public sector projects shall achieve a minimum of GSAS rating of 2-STAR following performance -based approach or higher rating according to the policy of the project developer.

JADARA 1 Star Training
Ministry of Municipality jointly with GORD-GSAS Trust offer JADARA 1 Star training.
Obtaining JADARA Service Provider License is mandatory for consulting offices and contracting firms submitting JADARA projects requirements on Building Permit System portal.

GSAS Professional Trainings
Projects seeking to obtain additional Floor Area Ratio (FAR) must pursue a GSAS Certification of 2 Stars or higher. Obtaining GSAS Service Provider License is mandatory for consulting offices and contracting firms submitting GSAS projects requirements on GSASgate portal. Practitioner Accreditations are pre-requisites for applicants.
